Langfang City
Langfang City is under the direct control of Hebei Province, and is located between Beijing and
Tianjin City, approximately 50 km from either city. Its population is 3.72 million (300,000 for
the urban area) in a total area of 6,429km2. Its major
industry is agriculture, and it is a highly productive food base for Beijing and Tianjin City.
Light industry and machine industry are well developed and many Japanese companies have made inroads.
In addition, favorable conditions are available to many industries, as industries in various fields
including electronics, food processing and construction materials are developed and mineral resources
such as oil, coal, and natural gas are rich. Langfang City, which has adopted the slogan "Scientific
Research/Cultural City," has 24 public research institutes, 34 universities and professional schools,
209 high schools and junior high schools, and 2,735 elementary schools. A university called Dongfang
Daxueyu is currently under construction, and it will have a total enrollment of about 200,000 students
upon completion. As the city has a temperate continental climate, changes of the four seasons are
quite noticeable, and the daily range between low and high temperatures is large with many hours of sunlight.

Langfang Mingzhu Department Store
The largest department store in Langfang City with an area of 13,000 m2. It has a rich selection
of goods and will satisfy citizens' daily necessities.
Affiliation
Back ground of affiliation:
We dicided to form a frinedship city affiliation with Langfang City, when Vice Chairman Yang Ya-dong
made a proposal for affiliation upon the visit to Beijing by the 7th Japan China Friendship Visiting
Party of Matsumoto in 1992.
Following this proposal, the China Friendship City Investigation Team of Matsumoto City was
dispatched in 1994, and Langfang City was selected from among three cities after consultation.
Reasons for affiliation:
(1) Judging from our experience of exchanges withoverseas cities, selecting a city nearest possible
to Beijing, the central city of China, is advantageous to us in respect to expenses and scheduling
of visit to China.
(2) Langfang City, where light and machine industry located in its inland are developed, is similar
to Matsumoto City in the form of industry and has great possibilities in private economic investment
as many Japanese companies have made inroads into the Langfang City's market, making the city a
reassuring supporter in promoting exchange.
(3) Matsumoto City has adopted a slogan "Educational and Cultural City", while Langfang City seeks
to become a "Scientific Research/ Cultural City".
(4) Langfang City is under the direct control of Hebei Province with which Nagano Prefecture has
goodwill relations.
Main exchange activities:
More than 400 people in total from administrative, civil and private bodies have visited Langfang
City from Matsumoto City so far. Meanwhile, 60 people in total visited Matsumoto City from Langfang City.
In the trainee hosting programs, which started in 1998, four trainees receive trainnig annually in
various fields for six months. They are made up of eight trainees in the agricultural field, four in
the medical field, two in the administrative field, and two in the hotel management field under training
or engaging in various fields completing the trainnig.
